The Ministry of Defence (MINDEF) has established a Procurement Screening Committee to scrutinise each procurement before it is implemented as a control measure.
Dato Seri Mohamed Khaled Nordin stated that the action was aimed at ensuring that procurement was in line with project requirements and approvals from the Ministry of Finance and the Economic Planning Unit, Prime Minister's Department.
Mohamed Khaled also stressed that the ministry remains committed to strengthening integrity and governance in the procurement of strategic defence assets.
The statement was made when he was responding to a question from Nordin Ahmad Ismail (PN-Lumut) on MINDEF's measures to ensure that strategic projects such as littoral combat ships (LCS) were free from issues of delay, leakage and cost overruns.
He also added that another measure was to ensure that all applications for the procurement of defence equipment were certified by the end user, namely the Malaysian Army (TDM), Royal Malaysian Navy (TLDM) or Royal Malaysian Air Force (TUDM).
Each application must be reviewed and approved by a committee under the Service Headquarters chaired by the head of the respective service.
Applications received will be reviewed to ensure specifications and costs are in line with user requirements and in accordance with allocation approval from central agencies.
