RM1.07 Million Allocation for PrEP Program – Dr Dzulkefly

Health Minister, Datuk Seri Dr Dzulkefly Ahmad announced that RM1.07 million has been spent on the implementation of the Pre-Exposure Prophylaxis (PrEP) project since it began in January 2023 until June 30, 2025.


He explained that the amount includes the cost of purchasing PrEP drugs funded through contributions from the Malaysian AIDS Council (MAM) using Global Fund funds to the Disease Control Division, Ministry of Health Malaysia (MOH).


Dr Dzulkefly also stated that the MOH estimates that RM5.41 million is needed to continue the implementation of the program in 2026.


The allocation includes the supply of drugs and laboratory tests for an estimated 21,136 PrEP users.


This funding is implemented in accordance with the Human Resources Services Circular (MyPPSM) Ceraian UP.7.2.5, which sets out guidelines for giving and receiving gifts in the public service.


Additionally, although the PrEP program will be implemented in all government health facilities starting in 2025, the Global Fund will continue to fund the purchase of PrEP medication at 35 government clinics until December 2025.


Based on MOH data, a total of 9,309 individuals have taken PrEP as of June 2025, with the majority of users coming from the Federal Territories of Kuala Lumpur and Putrajaya at 2,679 people (28%), followed by Selangor (23%) and Johor (12%).
