Recently, the Malaysian Communications and Multimedia Commission (MCMC) announced the implementation of the Deeming Provision under the Communications and Multimedia Act 1998.

So what does this mean?

Any social media platform with more than 8 million users in Malaysia will be automatically considered licensed starting 1 January 2026 — even if the platform never officially applies for a license.

In simple terms:
👉 Big platforms can no longer “opt out” of responsibility.
👉 They are now directly subject to Malaysian laws and regulations.
