The cryptocurrency industry is entering a new era of regulation, and Vietnam is making a bold move that could reshape how investors trade digital assets in Southeast Asia.
Beginning September 1, 2026, the Vietnamese government will officially impose fines on investors who buy or sell cryptocurrencies through unlicensed trading platforms. The new rules, introduced under Decree 284/2026, are part of Vietnam's ambitious five-year digital asset pilot program established through Resolution 05/2025.
Why This Matters for Crypto Investors
For years, many crypto traders have used offshore and unregulated exchanges without considering the potential legal risks. Vietnam's latest decision sends a clear message: investor protection, compliance, and transparency are becoming top priorities in the digital asset market.
This marks the first time Vietnam will directly penalize individual investors for using crypto service providers that have not received official approval from the Ministry of Finance.
Under the new regulations:
✅ Investors trading cryptocurrencies through unlicensed platforms could face fines ranging from 30 million to 50 million Vietnamese Dong.
✅ Investors trading digital assets reserved exclusively for foreign investors could face even steeper penalties, with fines between 70 million and 100 million Vietnamese Dong.
Crypto Companies Also Under Pressure
The crackdown doesn't stop with investors.
Vietnam is also tightening regulations on cryptocurrency service providers operating within the country.
Companies that fail to properly verify customer identities during account registration may face fines of 50 million to 70 million Vietnamese Dong.
Meanwhile, firms operating without a license or promoting cryptocurrency-related services without government approval could be hit with penalties of up to 200 million Vietnamese Dong, one of the highest fines under the new framework.
Crypto asset issuers are also being closely monitored. Companies that fail to meet regulatory requirements, offer assets to ineligible investors, or neglect mandatory disclosure documents could face fines ranging from 150 million to 200 million Vietnamese Dong.
