EPF: 4.7 Million Members Remain Below RM50 in Flexible Accounts

A total of 4.7 million members of the Employees Provident Fund (EPF) did not make any withdrawals from their Flexible Accounts because their savings balance was either zero or less than RM50, which is the minimum amount allowed for withdrawals.


The Ministry of Finance announced that this number represents 56% of the 8.4 million members who did not make any withdrawals for the period May 2024 to October 2025.


The remaining 3.7 million members or 44% have sufficient savings, but choose to keep their money in their Flexible Accounts.


Based on the report Enduring Today, Shaping Tomorrow: Flexible Accounts as a Financial Lifeline for Wellbeing, members who made withdrawals mostly used the money to cover daily needs, followed by healthcare costs and debt repayment.


During the same period, about 5 million members or 37% of contributors aged under 55 made at least one withdrawal from their Flexible Accounts.


The EPF also announced that withdrawal patterns are now stabilizing after the initial phase of the Flexible Account implementation. Throughout 2025, the average monthly withdrawal decreased to around RM440 million per month.


As of May 31, the total withdrawals through the Flexible Account reached RM19.87 billion, involving approximately 5.5 million members.


This development shows that the Flexible Account continues to be utilized as a short-term financial source, especially to help members manage their living costs and daily financial commitments.
