Pengurusan Aset Air Bhd (PAAB) has successfully raised RM720 million through the issuance of the world's largest blue sukuk.
Sukuk is an Islamic financing instrument that functions almost like a bond, but complies with Shariah principles. The funds will be used to finance various water supply infrastructure projects in six states in Peninsular Malaysia.
Water Infrastructure Upgrading Focus Fund
The proceeds from the sukuk issuance will be channeled to the construction of new water treatment plants, reservoirs, installation of new pipelines and upgrading existing pipes to reduce water loss.
Among the projects that will receive financing are water treatment plants in Melaka, Kelantan, Penang and Kedah, in addition to the Sultan Iskandar Water Supply Scheme in Johor.
In Negeri Sembilan, the funds will be used to upgrade the Kampung Barisan Water Treatment Plant, the Seremban Barat pipeline and a project to reduce the rate of non-revenue water.
Investor Demand Exceeds Target
The sukuk was issued under PAAB’s RM2 billion Islamic Commercial Paper Programme.
Demand from institutional investors reached 1.54 times the original issue size of RM500 million, reflecting high confidence in the company’s financial position and long-term financing strategy.
Strengthening Sustainable Infrastructure Financing
According to PAAB, the issuance of this blue sukuk demonstrates investor confidence in the company’s credit strength and its commitment to developing water infrastructure sustainably.
Maybank Investment Bank, which acts as the sole sustainability advisor, also described the issuance as a new benchmark for financing sustainable water infrastructure in Malaysia and the ASEAN region.
Impact on the Market
The success of the world’s largest blue sukuk issuance reflects institutional investors’ confidence in the Malaysian capital market. The demand that exceeded the target shows that sustainable financing instruments continue to be popular, thus potentially attracting more capital flows into infrastructure projects and Islamic finance in the future.
